Child First Services, Inc. Lawsuits – Sexual Abuse, Rape and Beatings
In April 2016, the Pennsylvania Department of Human Services (DHS) sought to shut down a ChildFirst Service facility group home called Williams House, located on Route 902, Albrightsville, Carbon County, PA. Law enforcement had received over 80 telephone calls during a three-year period involving allegations of sexual abuse, rape and beatings. Child First has struggled to provide sufficient oversight and supervision. Between April 2013 and October 2016 Child First had at least 21 reported incidents of child-on-child sexual and physical maltreatment. In 2014, a child counselor with a criminal background, including a charge of endangering children, was arrested on felony drug and firearm charges. He was a counselor and driver of children at ChildFirst Services located in Monroe County, PA. ChildFirst Services, Inc. either did a background check and overlooked the criminal records, or failed to do a background check. Despite the PA Department of Human Services (PA-DHS) revoking the ChildFirst facilities’ certificates of compliance, they do not ensure that the child residents were safe. Child First had two group homes, Glenn Clark House and Williams House certificates of compliance revoked, however the facilities continued to house children for almost two years.
